As mentioned above, public library standards also appear in state documents. In the case of Wisconsin, for example, the Public Library Development Team of the Wisconsin Department of Public Instruction produces public library standards. The latest edition of the standards is designed around three levels or tiers of service. Libraries must meet all standards at the first tier before progressing to the second tier. A library in the third tier must meet all of the first and second tier standards as well as all but two third-tier standards (2018, p. 3). Two of the first tier collections and resource standards are: “24. The library’s collection is regularly evaluated for retention, replacement, or withdrawal, as at a rate determined by the library’s adopted collection management schedule” and “32. The library provides access to resources in formats appropriate to the needs of all population groups in the community” (p. 14). The second tier standard focuses on the library’s ability to provide collections unique to the community (p. 21).
